Fix the syntax [1] for the footnote about the onboard memory
configuration so that it renders properly in the generated html.
This also fixes a "Unknown target name" error when building with
newer versions of Sphinx (tested with 8.1.3).

Use the -W (--fail-on-warning) flag of sphinx-build to tell it to exit
with an error if any warnings are generated. This is intended to fail
the coreboot-docs-gerrit build to help catch issues.
To allow all warnings to be output in the same build, use the
--keep-going flag so that the author is able to see all issues and
address them after a single build. Note that this behavior is enabled by
default as of Sphinx 8.1 and this option may be removed in the future.
It is added here for compatibility with older versions of Sphinx,
including the doc.coreboot.org container which uses 7.2.6.

Ditaa is a utility to convert ascii block diagrams into bitmap graphics.
The latest sphinx-contrib-ditaa extension has not been updated since
2022 [1] and does not declare whether it is safe for parallel reading,
causing sphinx to issue a warning as we use the `-j auto` flag to
parallelize the build. It doesn't seem like anyone ever used it in the
docs aside from a now abandoned patch [2], so just remove it.

Util_readme adds comments to the top of the generated Doc/util.md file
to indicate that it is generated and should not be edited directly.
These comments are not intended to show up in the rendered HTML output.
Since Markdown does not have a native way of adding comments, the
`[comment text]: #` syntax is often used to mark the line as a comment.
This takes advantage of the fact that references (often used throughout
the docs to list long URLs at the end of the document and reference them
in inline links) aren't rendered. However, MyST parser detects these as
a duplicate reference and issues a warning, since both lines use "//" as
the comment text.
Address this by using HTML comments, since Markdown also allows raw HTML
to be used. This seems like a cleaner option compared to repurposing
references and appears to have better compatibility with various
Markdown readers, which may be useful if someone wants to read the
documentation outside of doc.coreboot.org.
While we are here, regenerate Documentation/util.md and util/README.md

Sphinx outputs "document isn't included in any toctree" warnings for a
few files in the Documentation tree, so address this by adding them to
toctrees or explicitly marking them as excluded.
- mb/starlabs/common/building.md: Add to the Star Labs toctree in
mainboard/index.md
- RFC/intel-gpio-cleanup.md: Mark as orphan to explicitly exclude it
from the docs.
- drivers/dt_entries.md: This was already accessible through an inline
link in drivers/index.md, but links do not add items to toctrees. Add
a hidden toctree listing dt_entries.md to define its heirarchy in the
documentation while preserving the inline link instead of moving the
link to a single item list like a normal toctree would. The content of
this document did not fit the existing toctree in drivers/index.md,
which appears to list drivers, while dt_entries discusses connecting
those drivers to the devicetree.

This change reiterates that the coreboot leadership may revoke a user's
privileges. This does not change anything, as it already says "The
community organizers may take any action they deem appropriate, up to
and including a temporary ban or permanent expulsion from the community
without warning".
Also add a note that the discussions are private. If someone wants to
make the issue public, the coreboot leadership can't stop them, but the
board believes in handling these issues privately.
Finally, add a note that if there's an issue with someone on the
arbitration board, issues may be taken directly to the leadership board.

Commit 35599f9a66 (Docs: Replace Recommonmark with MyST Parser)
converted recommonmark style toctrees in bulk using a script. This was
done by searching for lists of references, which is how recommonmark
denoted toctree entries. However, this also converted lists of external
URLs, which would not normally be included in the toctree. Revert these
cases back to lists of URLs as they were before the migration.

By default, any URL with a scheme of "http", "https", "ftp", or "mailto"
is treated as an external link. Since the "ircs" scheme is not included,
the IRC link in community/forums.md does not get resolved as an external
link, and instead tries to link to a header in the docs themselves. Fix
this by explicitly defining which schemes should resolve to external
links using the myst_url_schemes configuration option [1], which is now
set to the default schemes along with "ircs".
This fixes the "cross-reference target not found" warning for
'ircs://irc.libera.chat/#coreboot'

MyST Parser automatically generates label "slugs" for headers which
should be used to reference them from links [1]. These labels are in
"slug-case", i.e. the original header text in lower case separated by
dashes, with punctuation removed. This fixes a few "cross-reference
target not found" warnings.

The test target called make with the `-K` flag, which is not valid.
Change it to `-k` (keep going if some targets fail) which is what was
probably intended.
It also tried to build the `doctest` target from Makefile.sphinx, which
results in an error. Further investigation reveals that this is because
the sphinx doctest extension was not enabled in conf.py. However, from
the documentation of doctest [1], it seems like it is intended to ensure
that documentation containing Python snippets along with the expected
output of the snippet remain in sync, which is something that we
probably don't need. So, remove the call to it.

This fixes the following MyST Parser warnings:
- Non-consecutive header level increase
- Document headings start at H2, not H1
The header levels (the number of "#" characters before a heading) are
intended to form a logical hierarchy of each section and subsection in a
document. A subsection typically should have a header level one more
than its parent section. Most of these warnings are caused by extra "#"
characters, which were simply removed, or sections missing a "#"
character to make it fall under its parent section.
Notable changes:
getting_started/kconfig.md: Changed the header level of the "Keywords"
section from 2 to 3 to fall under "Kconfig Language" (level 2), and
increased the level of each keyword from 3 to 4 to remain under
"Keywords". This also fixes the warnings of "H3 to H5" increases, since
the Usage/Example/Notes/Restrictions sections for each keyword had a
level of 5.
soc/intel/cse_fw_update/cse_fw_update.md: Changed the first line to a
top level header acting as the title of the document. Without this
soc/intel/index.md displays all the level 2 headers in this document
instead of a single link to cse_fw_update.md.

Add coreboot support for qemu's sbsa-ref (Server Base System
Architecture) machine (-m sbsa-ref).
The qemu-sbsa coreboot port runs on EL2 and is the payload of the
EL3 firmware (Arm Trusted Firmware).
Note that, coreboot expects a pointer to the FDT in x0. Make sure
to configure TF-A to handoff the FDT pointer.
Example qemu commandline:

-pflash <path/to/TFA.fd> \
-pflash <path/to/coreboot.rom>
