Duncan Laurie 17353803ba broadwell: Clean up broadwell/cpu.h 
- Remove unused function prototypes
- Add C-state latency macros
- Rename HASWELL_BCLK to CPU_BCLK
- Update CPU family defines for broadwell/haswell
- Rename haswell_* functions to cpu_*
