Vadim Bendebury c5618fd418 ipq8064: prepare UART driver for use in coreboot 
These driver needs to be in src/lib, and the include file needs to be
renamed to avoid collision with the top level uart.h.

BUG=chrome-os-partner:27784
TEST=emerge-storm coreboot still works
