Deepa Dinamani 9e8466f22b libpayload: storm: update timer config settings ... ipq806x now utilizes DGT register instead of GPT register. the GPT runs at 32KHz while DGT runs at 25MHz/4. BUG=chrome-os-partner:28880 TEST=manual verified DGT timer functions in coreboot and depthcharge.
