Our strsep() function is slightly incorrect in that it leaves the
`stringp` pointer pointing to the terminating NUL byte after parsing the
last token. The man page for official implementations says:
> In case no delimiter was found, the token is taken to be the entire
> string *stringp, and *stringp is made NULL.
This doesn't affect things in practice much because we also
(incorrectly) return NULL when called with `**stringp == '\0'`, meaning
the usual pattern of calling `strsep()` in a row without checking
results first still works when there are less tokens than expected,
since we terminate early from that case instead. But it does break the
edge cases where the caller wants to check if there were extra bytes
beyond the last token (`stringp == NULL`), and where we call `strsep()`
on a pointer pointing directly to a terminating NUL byte already
(supposed to return an empty string but our implementation actually
returns NULL). It doesn't look like these edge cases occur anywhere in
current libpayload or depthcharge code.
This patch fixes the issue and also adds a unit test to ensure it
remains correct in the future. (Also move the definition of the `errno`
variable from lib.c into string.c, because `perror()` in string.c is the
only function that actually needs that, and the crazy linker error you
get when only linking one but not the other into a test will waste you
half an hour to figure out.)

This patch moves commonlib/stdlib.h -> commonlib/bsd/stdlib.h, since
all code is BSD licensed anyway.
It also moves some code from libpayloads stdlib.h to
commonlib/bsd/stdlib.h so that it can be shared with coreboot. This is
useful for a subsequent commit that adds devicetree.c into commonlib.
Also we don't support DMA on arm platforms in coreboot (only libpayload)
therefore `dma_malloc()` has been removed and `dma_coherent()` has been
moved to architecture specific functions. Any architecture that tries to
use `dma_coherent()` now will get a compile time error. In order to not
break current platforms like mb/google/herobrine which make use of the
commonlib/storage/sdhci.c controller which in turn uses `dma_coherent` a
stub has been added to arch/arm64/dma.c.

The input buffer to the buffer_to_fifo family of functions is only read,
so it can be a const pointer. (Also, remove the MIPS check in libpayload
for these functions... the MIPS architecture has been removed a while
ago.)

Many peripheral drivers across different SoCs regularly face the same
task of piping a transfer buffer into (or reading it out of) a 32-bit
FIFO register. Sometimes it's just one register, sometimes a whole array
of registers. Sometimes you actually transfer 4 bytes per register
read/write, sometimes only 2 (or even 1). Sometimes writes need to be
prefixed with one or two command bytes which makes the actual payload
buffer "misaligned" in relation to the FIFO and requires a bunch of
tricky bit packing logic to get right. Most of the times transfer
lengths are not guaranteed to be divisible by 4, which also requires a
bunch of logic to treat the potential unaligned end of the transfer
correctly.
We have a dozen different implementations of this same pattern across
coreboot. This patch introduces a new family of helper functions that
aims to solve all these use cases once and for all (*fingers crossed*).
