mb/starlabs/starbook/{adl_n,mtl}: raise panel PWM frequency

PWM_Frequency_03 changes from 200Hz to 10kHz.

The 14-inch 4K panel supports 100Hz to 10kHz, so raise the board VBT
value to the panel's safe maximum.
