mb/starlabs/adl/i5: use safe shared panel PWM frequency

PWM_Frequency_03 changes from 200Hz to 10kHz.

The 12.5-inch 2K panel supports 100Hz to 10kHz, while the 12.5-inch
3K panel supports 200Hz to 25kHz. Keep the shared board VBT at 10kHz
until panel-specific selection exists.
