mb/starlabs/*: Unify settings across device VBTs

The common settings are:
* Reorder Child Device mappings to prioritise EFP displays.
* Disable EFPx that are not present.
* eDP panel colour depth is 24-bit (8 bpc).
* POST brightness of 100.
* Minimum brightness of 0.
* DPST level of 2.
* PSR Enabled.
* DDRS Enabled.

Test=Boot all boards, check brightness levels are consistant, the
kernel recognises that PSR and DDRS are enabled, check all outputs
work.
