mb/google/fatcat: Enable Bayhub Level 2 errata

Enable the DRIVERS_GENERIC_BAYHUB_LV2 Kconfig option to apply
errata for the Bayhub PCIe-based SD controller (device ID 0x8621).

BUG=b:376019977
TEST=Built and booted google/fatcat with a functional x1 slot.
