veyron: fix config file mode

For some reason the veyron config file was checked in as a shell
executable. This patch removes the x bit.

BUG=none
TEST=the file is not executable any more:
   $ ls -l configs/config.veyron
   -rw-r--r-- 1 vbendeb eng 190 Aug  7 11:39 configs/config.veyron
