Jonathan Neuschäfer fe7d228a09 UPSTREAM: spike-riscv: Remove HTIF related code 
The HTIF is deprecated and the newest RISC-V binutils don't know the
mtohost/mfromhost CSRs anymore.

The SBI implementation still needs to be restructured.
