This patch adds a new eventLog type ELOG_TYPE_FW_SPLASH_SCREEN to support logging when we show firmware splash screen to the user. BUG=b:284799726 TEST=Event shows in eventlog when user selects BMP_LOGO and HAVE_FSP_LOGO_SUPPORT configs.
