Martin Roth dda3daabc5 UPSTREAM: Documentation/core: Update Kconfig documentation 
- Remove document history.  Since the document is now stored in git,
this is no longer needed.
- Fix spacing for the kconfig_lint help output
- Add license information to the bottom of the document.
