Allow the power state after failure to be set using an option backend if used, otherwise fall back to the Kconfig selection. This is a noop for all it8772f boards unless they enable an option backend, in which case that option setting is now functional, whereas before it would have been ignored for the Kconfig selection. TEST=build/boot google/panther with various power state after fail Kconfig selections.
