Julius Werner 6e58c0148b Reland "libpayload: arm64: Reduce DMA allocator space to 1MB" 
This reverts commit 4199351c1b which
originally reverted aedc177f00.

Reason for revert: CB:88063 fixed the bug that this patch exposed.
