Shuo Liu 8214eeb212 device: Add const qualifier for input of dev_is_active_bridge 
Add const qualifier for input of dev_is_active_bridge so that
dev_is_active_bridge could be used for both struct device * input
and const struct device * input.

TESTED=Build and boot on intel/avenuecity CRB
