Sean Rhodes c14bbbc47b payloads/tianocore: Bind the PCDs for screen size to Kconfig 
Bind the PCDs that allow edk2 to use the whole display to a
Kconfig option called TIANOCORE_FULL_SCREEN_SETUP.
