f70d33c819 Simplify config files 
by only specifying the options that we are actually changing.
This will make it easier to spot missing per-board options.

BUG=chrome-os-partner:18638
TEST=compare old config and new config and make sure they are the same
     (enflate new config with true | make oldconfig)
