4e5655a756 Xeon-SP boards: Factor out OCP VPD get_cxl_mode() impl
There's two copies of the `get_cxl_mode()` function to map the OCP VPD
value to the values expected by platform code. As this is unnecessary,
have a single copy of this function in the OCP VPD driver code. As the
`get_cxl_mode()` function is Xeon-SP only, keep it in a separate file.

This change simplifies things for boards using OCP VPD for CXL and has
no impact for boards *not* using OCP VPD:

- Boards not using OCP VPD can still define get_cxl_mode() in mainboard
  code as needed, just like they were able to do before.
- Boards using OCP VPD but without CXL (`SOC_INTEL_HAS_CXL` is not
  enabled), this code won't get compiled in at all (see `Makefile.mk`).
- Boards using OCP VPD and CXL will automatically make use of this
  `get_cxl_mode()` definition, which should be the same for all boards.

It is possible that this may need to be expanded/adapted in the future,
which is easy to handle in a follow-up commit when the need arises.

bdd03c20d5 tree: Use <stdio.h> for snprintf
<stdio.h> header is used for input/output operations (such as printf,
scanf, fopen, etc.). Although some input/output functions can manipulate
strings, they do not need to directly include <string.h> because they
are declared independently.

a0aff6e159 soc/intel/xeon_sp: Add get_cxl_mode
Configuration variable implementation (VPD, et al) is regarded to
be mainboard specific and should not be bounded to SoC codes.

Add get_cxl_mode so that SoC codes do not need to get this
configuration from VPD any more.

TEST=Build and boot on intel/archercity CRB with no significant log
differences

af88044702 driver/intel to /driver/ocp: Rename Makefiles from .inc to .mk
The .inc suffix is confusing to various tools as it's not specific to
Makefiles. This means that editors don't recognize the files, and don't
open them with highlighting and any other specific editor functionality.

This issue is also seen in the release notes generation script where
Makefiles get renamed before running cloc.

8324fe9211 drivers: Add SPDX license headers to Makefiles
To help identify the licenses of the various files contained in the
coreboot source, we've added SPDX headers to the top of all of the
.c and .h files. This extends that practice to Makefiles.

Any file in the coreboot project without a specific license is bound
to the license of the overall coreboot project, GPL Version 2.

This patch adds the GPL V2 license identifier to the top of all
makefiles in the drivers directory that don't already have an SPDX
license line at the top.

2bb5ecbcd6 drivers/ocp/vpd: Overwrite Linux payload's kernel command via VPD
Add a new Kconfig LINUXPAYLOAD_CMDLINE_VPD_OVERWRITE that can overwrite
Linux payload's kernel command line from VPD. Currently only overwrite
Linux kernel command line 'loglevel' via VPD key 'kernel_log_level'.

TESTED=On OCP Delta Lake, with kernel_log_level set to 0, warm reboot
time can see about 10 seconds improvement comparing to kernel log level
7.

f89cd1cf43 drivers/ocp/ewl: Enforce MRC when there's EWL type3 error
If Fastboot is enabled, the next boot will skip MRC and won't be able
to detect MRC error via EWL and still continues booting. Enforce FSP
MRC training in the next boot.

9fb89e33bc drivers/ocp/vpd: Override mainboard_set_smm_log_level
VPD variable 'smm_log_level' can be read and passed to SMM for
overriding SMM log level. By default it's zero therefore it disables
most of the SMM log. When we need to see SMM log we can set this VPD
to a larger value to enable it.

Implement mainboard_set_smm_log_level() that reads VPD variables for SMM
log level.

c8f25e0c05 Revert "drivers/ocp/ewl: Add EWL driver for EWL type 3 error handling"
This reverts commit 059902882c.

A dependency of the previous patch that added the get_ewl_hob function
used by this patch was missing, so this patch needs to be temporary
reverted to revert the patch that breaks the build due to the missing
dependency.

82faefb339 cpu/x86/mp_init: use cb_err as status return type in remaining functions
Using cb_err as return type of mp_run_on_aps, mp_run_on_all_aps,
mp_run_on_all_cpus and mp_park_aps clarifies the meaning of the
different return values. This patch also adds the types.h include that
provides the definition of the cb_err enum and checks the return value
of all 4 functions listed above against the enum values instead of
either checking if it's non-zero or less than zero to handle the error
case.

ad0ccb336d drivers/ocp/dmi: Add OCP_DMI driver for populating SMBIOS from IPMI FRU data
It implements the SMBIOS IPMI FRU mapping table defined in
https://www.opencompute.org/documents/facebook-xeon-motherboard-v31
22.3 SMBIOS FRU mapping table.
Mainboard needs to configure the correct values for FRU_DEVICE_ID and BMC_KCS_BASE.

For type 11 string 1 to 6 are common and implemented in this driver, the
rest are project dependent and can be added in the mainboard code.

Tested on OCP Tioga Pass.
