soc/amd/cezanne: Add a Kconfig option for SERIRQ_CONTINUOUS_MODE

Add a Kconfig to enable mainboards to select SERIRQ_CONTINUOUS_MODE,
which will be used by a to-be-added Cezanne-based Starlabs Starbook
variant in a subsequent commit.
