Update vboot submodule to upstream master

Updating from commit id 4c523ed1:
    vboot2: Add support for modexp acceleration

to commit id 9d4053df:
    Revert "Reland: Clean up implicit fall through."

This brings in 32 new commmits. Among the changes are restored support
for older GCC/clang versions that do not support
__attribute__((fallthrough)).
