rk3288/pinky: Move uart address to mainboard Kconfig

Browse source 
Since the UART which is used for the serial console may change from
board-to-board, this moves CONSOLE_SERIAL_UART_ADDRESS from rk3288's
Kconfig into Pinky's Kconfig.

TEST=built and booted on pinky
