soc/intel/ptl: Update ME specification version to 21

This patch updates Kconfig that selects ME specification version for
Pantherlake SoC from version 18 to version 21.

BUG=b:362647201
TEST=Able to build fatcat with SOC_INTEL_COMMON_ME_SPEC_21 selected.
