soc/intel/meteorlake: Condition DISPLAY_FSP_VERSION_INFO_2 on !FSP_USE_REPO

Browse source 
The MTL FSP headers in github do not include FirmwareVersionInfo.h, so
DISPLAY_FSP_VERSION_INFO_2 needs to be deselected when using FSP
binaries from the repo.

TEST=tested with subsequent patch
