libpayload: nyan: Disable the 8250 serial driver for nyan.

While nyan's serial hardware is essentially the same as the 8250, it's
registers are spaced 4 bytes apart.

TEST=With a corresponding change in depthcharge which adds an alternative
serial driver, got console output from depthcharge.
